I would imagine you're quite right.
Mind you, I would also imagine they'd take all necessary steps to eliminate criminality, risks to public safety, lichens, dignity and their own reputation and that of Britain but they self-evidently don't.

So you think EH would be quite happy to stand by and see sarcens toppled?
