A couple of things cross my mind,
First, I don't think saying it's "our" heritage and therefore we shouldn't pay is sustainable, as wasn't it donated to the nation on condition a charge was made to finance it's upkeep? (On that basis, letting anyone in for free at any time would seem to be a bit of a stretch of the original arrangement, and letting everyone in free all the time just isn't possible).
Second, although the fence will go (or at least be moved back) I bet the rope, or a similar arrangement will still be needed. 900,000 people per annum in such a small area is not sustainable surely? Won't it turn into Glastonbury-type mud or else need to be relaid with astroturf or one of those other modern surfaces? Not sure that won't spoil the feeling of the place.
