I recall that this was an idea already mooted(I may be mistaken but it was met with a degree of ridicule)and is quite a sensible proposal.So maybe a first come first served booking system would be required to limit the numbers.

This might fail on the grounds that some groups would lay claim to entitlement to being on site on the ACTUAL day...and would quote all sorts of long standing practices to be allowed on the day of their choice....and might also create unhealthy divisions between those classed as "pre","actual" and "post" solstice worshippers/observers.

omise.[/quote]Those who miss out wouldn't see it as a compromise...they'd feel rather let down by the allocation system don't you think?

All ways would seem to require some kind of policing...so perhaps nominal fees would need to be levied...with profits going to the upkeep of the monument, naturally.
