You have no way of knowing that.

It's an entirely reasonable assumption.

Health and safety? Can't say I see that as an issue. I dislike our risk-averse culture. Respect? That's a very abstract concept, and not something I'd feel comfortable enforcing on others. Conservation? Absolutely. I don't think such behaviour should be encouraged or accepted. My point is, let's get it in perspective - it's not going to damage the monument, so it's not a reason for preventing solstice access.
