Perhaps some sort of lottery with a given number of places allocated to those groups who feel they should have ceremonial access. Everyone else could congregate outside the circle for their celebrations.
Not ideal for those who miss out but at least a compromise.
Just out of interest, does anyone know how places are allocated to people at Newgrange and Maes Howe at the winter solstice?
Newgrange is a lottery .
