Exactly. Millions of visitors a year represent a much greater risk than 20,000 once a year at the summer solstice.


What!?

The millions of visitors a year are not allowed access to the stones - they are kept behind a cordon. The 20,000 (variable) visitors at solstice are allowed access to the stones and, as we have seen, are not adverse to climbing on them.
