Yeah. Or theory vs application. Rules have always been flexible in their application. That's how societies function. As soon as you have authoritarian enforcement with no flexibility, you have social unrest. It's similar to how most kids used to bunk off for the odd lesson. It didn't ruin their education, but nobody would dispute the need for a rule against bunking off. Having that space to breathe without permission is the mark of a civilised society.
