There's evidence that many rocks (both natural and placed/modified by folk past) were once painted white... some into the recent past... infact there's some in Yorkshire that still are. Probably others elsewhere too.

In the case of cup n' ring marks, it may be to symbolise milk. A tradition of pouring milk into old cup marks was practised in some areas until relatively recently.
