That does not matter, conjecture about what a monk would or would not have thought about a hill figure if it had been there is irrelevant, and surely not evidence of date. As I said there are a great many phallic and pagan images actually built into churches and abbeys throughout the country, so would they really care if there was something on the hill? I can even show you a gargoyle giving himself a tug (sorry) at a church in the Peak District.

Bottom line is, it's not evidence, just conjecture, and smacks of 19th century morals (the same ones that ripped out the archaic images in the churches in this neck of the woods) being superimposed on people of an earlier date.
