"significant" hills is probably a good way forward, I would defend, in my part of the wood, Kelston Round Hill and Cley Hill as being very significant hills. Religious connotations are difficult to define, but their position IN the landscape is self evident - even though this is just a matter of geological context. Sometimes, I think the problem comes of people muddling them up with later religious expressions, like Ireland for instance, an enormous xtian/celtic blend of marvellous stories and folklore - vivid but not really true...sadly.
