I don't know the answer to the "dodgy" issue, still less where or how the "dodgy" line is drawn but I do think it needs addressing sooner rather than later because...
a.) More and more "marginal" stuff is being found, as all the non-marginal stuff becomes established.
b.) For many, including me, the prospect of posting something we've found that is marginal is too daunting, as our own knowledge is too reudimentary. If there are hundreds of such sites like that, some real jewels are probably going unnoticed. A "what's this then?" flag would be so good for both users and the site.
c.) If the objection to posting dodgy sites is that the authority of the site is eroded, I'd argue the opposite - flagging dodgy stuff adds to the authority of non-dodgy stuff.

And who's to decide? I dunno.
