No, the rates have not been constant. There was a CBA/English Heritage Report on "Metal Detecting and Archaeology in England and Wales" in 1995 which was instrumental in formulating current liberal policies on artefact hunting and collecting (and was to some degree instrumental in the processes leading to the creation of the PAS). The report is available online on the Council for British Archaeology's website.

The CBA/EH report drawing on several sources of information concluded that in the mid 1990s there were three times as many "detectorists" as the current estimates (which last year were confirmed by the PAS), but the report continued that there was evidence that the number had been much higher in the 1980s. It also seems that there is a slight increase in numbers in recent years and one must wonder whether the constant barrage of "good news" media releases from the PAS (as well as Minister Lammy's infamous "unsung heritage heroes" faux pas) are in part responsible for this. So no, the numbers have fluctuated. But that was taken into account in HA's calculations.
