Kevmar, you cant have it both ways. If the PAS is not accepting objects because they are NOT producing much more information commensurate with cost, you remove the main rationale for having a voluntary recording scheme such as PAS in the first place. If on the other hand the main reason for the effect is that PAS have reached the limits of their ourtreach (which is my interpretation), then it also calls into question a whole lot of other things.
It was these other things looking at the HA counter prompts us to think about. What about your thoughts? Tick, tick, another one gone...
