Having the unpaid nation of Israel for your labour force and some big fuck-off rollers may help matters, maybe the 'unfinished' bit gives us a clue.

As for the Grand Menhir Brise c. 4km according to Thorpe & Williams. 330 tons according to Briard.

Both of these stones were aerodynamically shaped to cut down wind resistance when being dragged (-:
