Well, if it is scheduled then that damage is a criminal act and EH should be told and if it isn't scheduled there is now a 70% chance it is part of a Defra scheme and the farmer is being paid to ensure such damage doesn't take place so English Nature should be told.
Personally I think it would be good if EN were even told about instances of gross dumping of litter etc. I don't think their details specify farmers must ensure against that but since they are handing out zillions of our money for archaeological stewardship I don't see why they shouldn't be asked to toughen up. Paid stewards ought to keep places tidy, yes?
