I'd say the scenario is changing, not really disapearing.

What is happening is that Developer funded archaeology, and the spread of "best Value assessment" has meant that many Archaeological Units have found themselves in a new competitive environment. This means that they can no longer stand the the University driven high ground and have to engage on a different level. But since that level is aimed at developers, who are using the archaeologists lack of commercial nounce to drive the archaeologists into bigger and bigger financial holes, then I can see much change in the future, a lot of it for the worse.

For example, I expect, once the current shake up is complete, and we are left with perhaps 8 units nationwide, they too will get into trouble and some large developers will find that they can fund a "new breed" of unit, set up by themselves, via such things as Landfill taxes.
