Unfortunately, the problem seems to be that compared to the days when the stone circles were built, we now have a massive population, and only a small minority believe in "using" the circles in what they interpret as the "old ways". This obviously conflicts with the majority, who don't want to see the circles "in use". In the ancient times I presume everyone would be happy to see offerings left at circles. We have changed, and we (me included) have become selfish, and wish to visit sites and to see them as we wish to see them., which in the majority, is free from "offerings".
I use inverted commas to illustrate that the word may not be used in the true sense.
