I don't think it's elitist at all. I think people should simply have more sense than to dump their crud ANYWHERE, let alone a site of archaological/spiritual interest.

How would people feel if I were to dump my sacred gas canisters or sacred knackered mattress in the middle of, say, Avebury, as an offering to some gods?

If I tied a bit of cloth or ribbon to a tree, however, I doubt anyone would mind... and if they did, they wouldn't have to get the council to remove it! It's all a matter of scale.

I'm not suggesting "my tat's better than your tat", but I also wouldn't mind if I left something and someone else removed it. The leaving of the offering is, I think, the whole thing. There, you've made yer offering, now whatever happens to it doesn't matter! As long as it doesn't offend or interfere with anyone else's enjoyment of the place.
