Even the best tests end up criticised and mired in controversy, it's easy to undermine confidence in them if some people are wishful for them to have been flawed, so I think we should keep it as simple as possible.

The most elemental way of seeing if people can find something that's not visible would be to bury it (with permission) in a large public space and invite everyone to say where it is - map dowsers, dowsers, guessers. No spades needed (nor visits if people don't want to), just the publication of the map on the internet and an invitation to submit the position. Spot the Ball, but with people free to go to the actual football match if they want!

Only one person in the world would know where it was actually buried the first time and ditto but different people subsequent times.

As well as possibly revealing someone with exceptional talent (or phenomenal luck!) the method would have additional advantages. If people indicated their method then their "bids" could be plotted and averaged to give an indication if dowsing as a whole produces better results than chance and whether one dowsing method is more effective than another.
