A proper one, maybe with a (small) cash prize if required, to be set up in a way that neither supervision nor observation are needed. "Success" would be to be able to say what was attached to or under or behind or inside the target.
First stage would be to ask for expressions of interest, based on exact details of its form.
Second would be appointing someone totally trusted to set it up physically.
Third would be to get confirmation from participants they were 100% content with the format and adjudicator.
Fourth would be the test period, until someone was successful.
Fifth would be a second identical test to see if the successful person could repeat their success.
