Well, given my nagging at detectorists, I'm supposed to say yes!
But the reality is hardly any members of the general public do - about one in 60K a year - which makes it a ludicrously expensive public service or a ludicrously expensive public service to a hobby that's not allowed elsewhere, take your choice ;)

You could probably self-identify it by interrogating their database and take it to them if it seemed rare.
