I think if location is all there is to go on then the implications of rock art tending to be out of the valley settlements and near to transport routes should be looked at, and to me this spells an earlier origin in the nomadic period.
If this is right I think a symbolic/funerary purpose looks right -perhaps commemorating uncle Charlie who died and was buried en route (hence no burials associated with them, and located with beautiful views) and maybe the form of them fits in with this - portals to another place? grouped in families? and the non-Irish ones even have tails "leading down" into the rock - and ladders!
Might explain rock art on the underside of capstones - the family rock art boulder being used to seal the tomb of the last of a line. There's some evidence that capstones were cut from larger rocks - editing of the relevant bits?
OK, just a theory. But if people can speculate about wanking priests I reckon I'll risk saying it.
