In a farming society, fertility is the difference between survival or death. All of the liquids mentioned must have held strong simbolic values... milk, blood, sperm... all strongly linked with life and reproduction. The pouring of the liquids into cup marks or bowls cut into the rock, which are then absorbed could well have been seen as a way of enriching their land. A way of influencing the elements to help the people.

It also strikes me that art panels could have held multiple uses or interpretations, depending on their location, and connect to various elements of existance. Burial chamber art reflecting death and ancestory, open air air panels reflecting varying elements of life.
