I like Rome. Not my fave Cope album, and not perfect either - personally I don't like the opening track, but I must add I seem to be very much in the minority on that one.
But...there's some damn good stuff there. A bit of acoustic whimsy, a bit of glam and a 20 minute track, Eccentrifugal Force that kinda exudes 'freeness' (and which is probably the number that your friend had in mind).
The most Krautrock-like moments in the Cope canon are on Jehovahkill in that there's a couple of very Neu-like numbers, though I would stress that the influence pretty much ends there rather than permeating the whole album.
Having said, Black Sheep, being the latest might just be a good place to start. I like it a lot. (I reviewed it pretty much track by track here if you're interested...)
