terry arrived in Avebury in 1999 and announced he was The Keeper of the stones.
No one appointed him.
Gordon Rimes (Not Reames as you say, obviously you don't know him very well)
arrived at Perrys Cottage in 2002 and announced he was The Avebury Pagan Priest.
No one appointed him.
In Both cases this is SELF appointed.
