I don't see how such a ruling could possible be enforced. I will be at the druid events but not camping. So someone can have my spot lol.

I imagine the Free and Open Gorsedd will be longer than 30 minutes. It could also start earlier than that, depending on factors on the day. I generally get ready for 13:00 with an expectation for it starting from 13:30 onwards.
