Why would it have no effect to have a sign proclaiming that it is illegal to leave anything on a SAM?

Because people don't generally respect bureaucrats, whereas personal dialogue is more likely to engage their understanding. The British public break the law constantly:

We are indeed a very selfish nation, and some people [including myself probably, didn't someone pay me cash the other day?] do act out of their perceived character. And yes, brag about it openly! I know a guy with a house worth probably £400k, a great job, big income, but he was happier than a pig in shit telling the tale of the non-stolen camera on holiday, and how he got £800 to replace it. No need for the money, just the satisfaction of screwing the big guy. Funniest of all, he's in insurance!

I would like to think though, that someone who has sought out a site, and made the effort to visit, would be more likely to obey a sign than some chav kid throwing litter outside Asda.
