Leaving tat at a sacred site for the tooth fairy/goddess/spirits and leaving a floral tribute in a moment of grief are both black or both white? All sorts of norms are customarily suspended in moments of tragedy, it is those opposing this carry on who see that its shades of grey, and leaving tat for no other reason than selfish beliefs just aint as grey as losing a loved one.

Give us some reasons as to why its greyer than a selfishly imposed belief on the rest of the visiting public. I think the only conclusion you could come to is its a very light shade of grey indeed, not persuasive enough to accomodate it being left after the believers themselves have left.
