I saw Lloyd live a couple of years ago, and I didn't notice the "noodly" style attributed to Verlaine. I didn't notice this on his first album Alchemy either... I've tried to play like this, but never figured it out -- it's like how Hendrix used feedback.
Actually Verlaine's (Lloyd's?) style isn't new -- many sixties guitarists managed a similar trembly style, even Paul McCarthy did on a track I don't remember from Let It Be! But one of the guitarists on the first Hampton-Grease Band album sounds most like this.
