It's a justified assumption ,an explanation that works within the current western materialstic scientific mind set .
Science is based on assumptions .

"which ultimately results in the rods being moved"
- assumption 2. ?

See 1

"Like much of what is really important ,science is unable to account for this too"
- assumption 3. ? (Actually, Science DOES have a theory on why the rods move).

Science , as yet ,cannot account for the energies which cause the effect .
Sceptics have a theory . See 1 above which is a scientific theory .

"it works"
Ah, that's assumption 4, which is much more respectable than the other three as it's based on observation, not nothing. Should we talk about that rather than the rest as it's a sine qua non of the thread.

We find water , ley lines , lost animals ,oil ,archaeological remains etc in effect , anything that we literally put our minds to .

(As for leys, do they only exist if they are discovered or are they everywhere?)

Who knows if they are everywhere ?, like anything previously undiscovered all we can do is discover them ,which we do .
