I think you'll find you are wrong there, see Megalithic's post on Stones Caching and the envirnment.

Protection of sites from modern development has been a serious threat, it has gone on for centuries. Stones torn down or shattered for building. Standing stones "chucked" out of the way to make way for roads (eg Callanish 8a)

Caching is just another potential threat. OK so many cachers may be conscientious (& still leave "stuff" in the countryside) but there seem to be many who flout your rules, "planting" them in places like sacred sites and national parks.
