'on yer bike' is a great idea. Integrated suburban and city cycle routes, geared towards the cyclist with water points, lock -ups, shops, et, etc. Government assisted scheme to push for recumbent 2, 3 wheel bicycles, this style of bike is incredibly efficient. The larger or more laborious hills are served by a low-level ski-lift thang to tow you uphill if you want (this is powered by the Transport Minister and cronies who pedal a generator) ;-)

I know this sort of thing is toyed with, but somewhere like the UK, of very obvious finite space and likely to continue gridlocking and asthma-ising the populace, is an ideal vehicle (ho-ho) for such a scheme, yet LARGE SCALE! Think of the pedal-powered rickshaw businesses that can crop up along the routes. May even close some roads down in time, and plant urban orchards, let's go!
