Details of repair work would hardly qualify as "solely for the purposes of publication". Disclosure of such details would not be "prejudicial to the conduct of public affairs" (except exposing EH as incompetent) and such information is hardly "commercially confidential or a trade secret" since they're not inventing some new patentable process (or maybe they are!).
