I think they work best where they supply energy to local communities as part of a mix. At least the communities then have buy-in, and are better placed to way up the costs/benefits. This is pretty much what happens in Germany.
Nevertheless, I can't help thinking that wind is a poor energy source. Solar is much more promising, and there's some really interesting developments on that front.
