Yes. Why not. But they can't insist on their members recording as they'd be going against the will of and then excluding their own members. They'd have no mandate.

So this couldn't then apply:
"I beleive one of the conditions to be an affiliated club should be recording of finds for all members."

On the other hand, as I may have said, there can be status and eternal happiness for ANY random group of detectorists that want to set up a little "recorders only" club. They'd be welcome anywhere wouldn't they?
