As we guessed, there's a lot about it 'preventing terrorism';

hmm yeah, cos at the moment no terrorist is able to get multiple false passports are they? And Spain's ID cards sure protect them from terorists don't they?
And if your terrorist isn't British they're off the hook anyway; ' foreign nationals need the cards only if they are coming to the UK for longer than three months'
