It'd cost more to police who's downloading what and tracking all the bits of data and seeing if they are legal or not than they would save in lost royalities.

People will just starting using proxy services, data encryption and ISPs based abroad. It's completely impossible to police the whole internet and the 25 million people in this country using it.... if it was that easy why haven't they locked up all the pedos yet.......

I download stuff and it hasn't in anyway reduced the amount I go out and buy if anything it's made my shopping list even longer.... this idea will disappear quicker than the Titanic on her maiden voyage....
