They don't have to be 100% successful.
They have to be seen as willing to do something (have laws and enforce laws). Hollywood much more quietly than the RIAA has been pushing for this.
To lose the anti trust considerations would be a big blow to EU, and their US relations and the 'spirit of cooperation".
China and India from the US and EU are getting the same push.
