But it won't work... you simply can't police every single byte of data flying around the internet especially if it's going to start going through proxies etc.... they'll be a huge growth of things like Torpark and little members only clubs for downloads..... it's unworkable...... I'd rather they used their resources to catch real criminals who go phishing, or swindling people with letters telling then they'd won the lottery etc
