The sub context here is US Dept of Commerce may no longer seek EU approval of mergers/anti trust considerations.(i.e. Yahoo/Microsoft)

Because it is felt Europe cannot/ will not protect copyrights(e.g. film, software, music, patents, books, etc)

Hence the beginnings of crackdowns in Sweden, France, Germany


The EU does not want to be marginalized. If they want the say in larger business issues, they have to been seen as willing / able to enforce copyrights.
