Germany did and may still have a special tax for cassettes for exactly that.

The ISPs are under greater and greater pressure. Comcast has stopped uploads of certain sizes.

RIAA would love to see clubs created for downloading. Then they will be able to demonise the activity enabling them to evoke RICO act and child pornography extraordinary measures against downloading. You do not want this to happen.
