Man, i could write a thesis on this and how completely corraling it langauge is couched in.
You obviously make no distiction between someone{s} indiscriminately {yet completely calculated} going into a populace center and comitting a massacre, and a direct coalition retaliation response.
When the enemy you are trying to capture or rout retreats {or launches attacks from} into his or her general population it is 'they' who are responsible for 'collateral' damage.
And that is just what 'they' do.
One is indiscriminate and calculated, and one is measured and {one would hope} also calculated.
There is no perfect solution that will satisfy anyone.
If ISIS wants to lash out at the world from a cowardly position amongst "innocent" populace...
They are the ones responsible for 'collateral' damage.
They bring death with them, and actively seek to spread it.
It's game over for the like.
I'm ok with that.
