I don't want to seem overly cynical, but:
If such a phased withdrawal is achieved it will be the first in human history. We have often squandered resources, though in the past it has only been on a local scale. Even so, before populations could easily travel, local depletion of resources caused the devastation of whole societies. In every case I can think of, negative factors have forced change of habits. Even societies that seem to be in balance with their environment are in such a state because they have no choice except to be so or die. (I should say my interest in anthropology is strictly a hobby so I'm fully open to contradiction).
Also, I do not think that our current culture is unique in having commentators who are aware of its unsustainability. I don't believe that we have any insight previous civilisations didn't have, though our scientific language allows us to express the problems in a more structured and definate way.
