As I've been asked a question, I suppose I ought to reply.
baza:
"There is little through traffic on the A4361 passing Avebury, it's nearly all local traffic."

"- and the articulated juggernauts?"
What about the articulated juggernauts? Lorries make local journeys too. So where are these articulated juggernauts coming from/going to?
There is only one town in England from which the optimum route to Swindon is through Avebury.
Devizes.
Devizes to Swindon is a local journey (in lorry driver's parlance, at least).
In another posting on this thread you intimated that lorries used the A4361 to save time/profits.
Can you give an example of a lorry's journey from any town/city - other than Devizes - to Swindon which would pass through Avebury rather than using a better road? I don't know of any.
I've given a simple solution to the problem of articulated juggernauts passing through Avebury - apply a weight restriction. There's no need for a bypass.
