I thought they had decriminalised in certain parts of London for precisely that reason. Thought I'd heard/read about policy along these lines being introduced especially in Brixton a couple years back. No longer being around London I'm not sure, but think it was in the papers/possibly discussed on here.
certain areas would find that way too easy a use of police time when more serious crime was getting ignored.
