SPI is a way of weaselling around defamation laws-basically the same principle as HIGNFY saying 'allegedly' after everything. So the Telegraph haven't actually said 'Galloway was paid by Saddam', they've said 'These documents say Galloway was paid by Saddam'. Even if the documents are subsequently proved to be forged, the Telegraph can more or less say 'well, they looked real to us', publish a couple of lines on page 17 saying 'no, he didn't' and that's it.
