The arguments developed by Stern just use the various ethical positions on value that have been developed, especially on inter-generational equality, over the past two centuries George. Stern (who is an economist) helped to quantify risk (to monetary equivalents of value) with respect to Climate Change.

There are ways that this could be done with archaeology. However, if you believe that there are better methods of assessing value (that would be accepted by a major project inquiry), then your contribution would definitely be welcomed by a consultation.
