Not gonna make it home so I'll just give a few names off the top off my head. I tend to be into Hip-Hop outsiders, truth by told, so you may find some of these a bit annoying, but Insane bloody Clown Posse they ain't!
Divine Styler released Spiral Walls Containing Autumns of Light in 1992, which was thee most psychedelic and bizarre hip-hop curio to ever see the light of day at the time (wasn't that around the same time of the Fresh Prince and the like? Hard to imagine). It had everything from protracted Prince-like Rnb jams to completely feral industrial noise-fests like https://www.youtube.com/watch?v=18bMtR-7q3Y
Edan's Beauty & The Beat is superlative psychey De La Soul-esque fun. https://www.youtube.com/watch?v=8DK8TkP0DzM&t=56s
Here's an Aussie hip-hop group who worked magic with this Comus sample: https://www.youtube.com/watch?v=8A-8DgWQlV4
There are tons of lovely, slinky jazzy hip-hop groups like Freestyle Fellowship, Busdriver, Mike Ladd.
DJ Screw released a kazillion disorientating ketaminified "chopped and screwed" tapes while he was alive: https://www.youtube.com/watch?v=K_h55O66uf0
Could never like Kanye after he actually wrote the line, "Keeping it 300 like the Romans", but he did do some nice industrially experiments. Not gonna recommend him, however, when cats like Dalek (something from their collaboration with Faust: https://www.youtube.com/watch?v=f3fRL5TZv4M), Moor Mother (https://www.youtube.com/watch?v=asYtTRfkbn8) and Clipping (latest album: https://www.youtube.com/watch?v=VpXiEb2KVoY) do it so much better.
Main Attrakionz release tons of odd dream-like mixes. The track Eternal Mono is built on a great Cluster sample. Think it might be something from Zuckerzeit? https://lwhmusic.bandcamp.com/track/eternal-mono-ft-main-attrakionz-max-von-sydow
Naturally the Czechs make some great, eerie Svankmajer-esque rap: https://www.youtube.com/watch?v=46LAavZ9efw&list=PLVrZC1zkkvwqyr6mZ5fofJbZMDL4UnLNz
Being the unbridled weeaboo I am, I would be remiss if I didn't mention some Japanese hip-hop. Moe & The Ghosts are the best I've heard from the isles of Nippon in that regard: https://www.youtube.com/watch?v=7EpVX3BIen8
Will leave it there but I do think hip-hop is a ridiculously broad church that anyone can worship at.
