Definitely! And like 'Sing' off the same album is sort of Madcap Laughs era Syd through a Tamworth era-Cope filter. Whilst Cope was undoubtedly influenced/inspired by Barrett to an extent whilst never particularly sounding like him, Blur often completed that cycle!
Also, after my previous post I remembered the absolutely arch-Barrett of Far Out off Parklife, notably sung and written by Alex James and sounding as at odds with the album's concept as it might be to James' then louche personailty. There's also a heavy psych-rock electric demo version (ably piloted by Coxon) which is even more at odds with Blur's Britpop sound and manages to hammer the Astronomy Domine point home even further!
