Reagan was actually the governor of California during the height of the protest movements in the 1960s, and got that post by appealing to the conservative 'law and order' base of the state. He was infamous for authorizing draconian uses of force against peaceful protests, etc. Not surprising that Moorcock used that name as one for such a character in '71, then...Reagan was pretty reviled by the youth culture by that point in time.
